Looks closed permanently big sign about restaurant space for lease. Anyone know if it's permanently closed?

Ordered the bagel pesto breakfast and paid extra for bacon. There was no cheese, bacon, or pesto and the bagel was miniature . Also ordered the lady lavender drink and is it normal for the liquid to look like small separated particles?! 16 dollars for all that... NEVER AGAIN.

This is my drink before I took any sips from it barely filled over halfway. Disappointing.
