Is there not enough floor staff to provide service, or is it simply a lack of management oversight?

We went to this restaurant for breakfast, because it was highly recommended from my wife, she eats frequently in Allo Mon Coco. The staff is very friendly, nice people serving and once seated we were given menus immediately to start. Great service and the food...is very good for a restaurant breakfast. Would recommend !!!!! We keep eating also around Quebec's province.
